Monroe County Children’s Detention Center – Backbone Infrastructure Design

Design Services

ECC Technologies provided fiber optic backbone infrastructure design services supporting the new 57,000 square foot detention center in Rush, NY. ECC was the subconsultant to Penfield, NY based architect, Popli Design Group. Completed in 2025, this new facility was an expansion of the detention center campus necessary to align with New York State’s “Raise the Age” legislation aiming to provide a nurturing and structured environment necessary for reintegrating youth into their local communities.

Scope

  • Field investigation of existing fiber-optic and backbone cabling

  • Stakeholder interviews to determine design requirements

  • Design Rationale Report documenting existing conditions and design assumptions

  • Design of new underground and intra-building communication pathway

  • Design of fiber-optic and copper backbone cabling distribution

  • Design of MDF/IDF network racks

  • Creation of project design specifications (CSI Division 27)

Project Highlights

ECC successfully designed fiber optic systems and pathways within a secure facility environment. The infrastructure provides the network bandwidth necessary for supporting behavioral health, education, life skills, medical, psychiatric, recreation, religious, and casework services. The design services were provided under a tight timeline, the resulting design was within the project budget.
