ECC’s telecommunications inventories are used to create GIS based tools which allow communities to recognize and understand telecommunications resources available within a region, city block, or building. These tools are currently being used to support a number of economic development, planning and public safety initiatives across New York State. Some of the components captured include: This information is particularly valuable to planning and economic development agencies when promoting their region or development sites to developers, site location consultants and businesses. COMMUNITY TELECOMMUNICATIONS STUDIES ECC’s community-wide studies are designed to identify what telecom resources are available. We determine what the needs of the community are and we identify the gaps between what is available and what is needed. Our deliverables will assist communities to develop and implement programs that strengthen their AGGREGATION OF DEMAND Improving a community’s telecommunications competitiveness is a responsibility that is shared by municipal government, public safety, economic development, education, health care organizations and private business. ECC brokers common interests and needs to define, quantify and aggregate market demand. We work with the communities and telecommunications providers serving the region to implement effective programs. COMMUNITY-BASED OPEN ACCESS INFRASTRUCTURE There is a growing trend among communities to develop and manage the telecommunications infrastructure as an “open access model” where telecommunications and technology service providers all have equal access to community controlled infrastructure. Communities often choose to undertake the infrastructure investment that the service providers are reluctant or unable to make. In these cases, the communities can choose to open up the infrastructure to service providers or organizations willing to subscribe and support investment and development of telecommunications services within the community.
