The Local Development Corporation was established in 2005 by the County of Ontario to design, build, operate, and maintain a high capacity, fault-tolerant Fiber-Optic infrastructure in order to enable ubiquitous access to advanced telecommunications services throughout the Finger Lakes region. The network will connect all towns, villages, and cities in the County and create opportunities for economic development and improved telecommunications competition, reliability, and diversity.

The Southern Tier Network is governed by a Local Development Corporation that was formed in 2010 for the purposes of designing, building and operating the fiber optic network for the purposes or economic development. This project was funded in partnership between Corning Incorporated, Schuyler, Chemung, and Steuben Counties. Together the Southern Tier Network and Axcess Ontario are over 500 seamless miles of fiber backbone in the rural communities of Ontario, Schuyler, Steuben and Chemung Counties.
